This switch/lever allows hotter air from the engine to go through the air intake during winter (when the air is colder) and thus the combustion cycle is "improved" and the car warms up quicker. The summer setting is for when the air is already warm. I'm not sure how effective this is but it does make sense, I suppose.

summer setting allows only cool air. cold air is denser, so will give more power. winter setting takes hot air from around the exhaust. this is needed in the winter or else the carb might freeze/ice up. this will cause very poor running and could even make the throttle stick on!!
