Just a bolt in a captive nut, isn't it?
I'm guessing the end is tapered like that to stop it catching on stuff. Where is that?

I think thats the bottom, and you undo the other end.

Looks like a couple of plug welds, as well. Maybe a bracket (on the other side, of course)????
