Sounds like a recommissioning job but you don't say how long it has been standing for, or if it actually starts up but doesn't run well/for long. Are the brakes stuck on? Can you get the clutch to disengage so you can select the gears? Don't just try to fire it up as the pistons could be stuck in the bores and need freeing off, as well as the brakes. If the engine is free and the clutch is okay then I'd be looking to put fresh fuel in the tank as old fuel won't help matters. If you can see that there is only a little fuel in the tank then you might get away with diluting it with some new fuel. Ideally the old fuel should be removed/drained (inc. the carbs - if you have them. Is it fuel injection?) Plugs, points and condensor should be replaced but, again, you might get away with what's there. Check the points gap is correct.Check the distributor cap and rotor cap and make sure the contacts are clean/bright. Does the starter motor now engage and turn the engine?
Start there and let us know how you get on.
Please tell us where you live (town/village and county will do) as there might be a friendly face nearby to offer help.

Fingers crossed that someone reads this and can offer some more direct help. Perhaps a look at one of the Skyline websites (if there are any...) will help find someone near to you. Good luck.
